Strategic Employee Resourcing and Talent Management

Armstrong (2012) defined ‘strategic resourcing’ as a important element of strategic human resource management that is, matching human resources to the strategic and operational requirements of the organisation and confirming the full utilisation of those resources. He discusses, that it is concerned not only with obtaining and keeping the number and quality of staff required, but also with choosing and promoting people who ‘fit’ the culture and the strategic requirements of the organisation. 

Armstrong (2014) describes the components of strategic employee resourcing as follows;
  • Workforce planning, alternatively called human resource planning 
  • Developing the organization’s employee value proposition and its employer brand
  • Resourcing plans
  • Retention plans
  • Flexibility plans
  • Talent management

According to Weeks (2017) issued by CIPD the explanations on ‘Talent’ and ‘Talent Management’ are as follows;

'Talent' consists of those individuals who can make a difference to organisational performance either through their immediate contribution or, in the longer-term, by demonstrating the highest levels of potential.


'Talent Management' is the systematic attraction, identification, development, engagement, retention and deployment of those individuals who are of particular value to an organisation, either in view of their ‘high potential’ for the future or because they are fulfilling business/operation-critical roles.

The general consent seems to be that while talent management does focus on obtaining, recognizing and developing people with high possible, this should not be at the expenditure of the development needs of people mostly. (Armstrong, 2009)
